Customs Administration of Montenegro ceremoniously marked the Service Day – 18 October

Congratulating the Customs Service Day – 18 October to all employees of the Customs Administration, Director Vladan Joković said:

"The Customs Administration of Montenegro is on the front line in the fight against the smuggling of goods, customs fraud, terrorism, organized crime with the greatest possible facilitation of legal trade. The protection of our citizens and the prosperity of our companies are in the focus of the activities of the Customs Administration.

The modernization of overall capacities, building of a new administrative culture, professionalized administrative and operational staff are imperative in this demanding development phase of the Customs Administration. "

At today's managerial meeting of the Customs Administration, praise was given to the best officers, for outstanding contribution to the work of the customs service in the past year.

                            Revenue collection increased for more than 70 million Euros

In the first nine months of 2017, there was an increase in revenue collection, in charge of the Customs Administration, of 15.98%. During the period January - September 2017, the Customs Administration collected 513,803,590.96 Euros or 70,806,392 Euros more compared to the same period of the last year.

VAT on import was collected in the amount of 319,292,336.20 Euros, which is 13.77% more compared to the previous year.

Excise duties were collected in the amount of 165,367,045.35 Euros, which is 21.49% more compared to the first six months of previous year.

Revenues from customs duties recorded an increase of 3.22%, and the collected amount was 19,081,391.75 Euros.

Moreover, in 2017 were achieved excellent results in combatting narcotics smuggling. In 33 cases, officers of the Customs Administration seized 386.8 kg of skunk, 17.23 kg of heroin, 18.225 liters of hashish oil, 0.12 kg of hashish and 0.5 kg of cocaine.

For the first time in its work, the Customs Administration, in cooperation with EU partner services, conducted controlled delivery of specific goods, which resulted in complete success.

 

                        Improved technical equipment

Bearing in mind the role of the customs service in securing the protection and safety of the customs territory of Montenegro, as well as the protection and safety of citizens, the Customs Administration directs a large number of activities to improve the technical equipment of the service.

In the past year, the technical equipment of the customs service has been significantly improved through the support from the EU IPA II funds through the Project "Support to the Implementation of the Integrated Border Management Strategy", within which was improved the functioning of the Sector for Customs Enforcement and Control, by procuring the special equipment for non-intrusive inspection (X Ray mobile scanner), off-road vehicles, IT equipment and IT applications for customs supervision. A public tender is also under way for the procurement of laboratory equipment for conducting mineral oil analyses in order to prevent illegal trade of this type of excise goods, customs fraud and all forms of illegal activities.

 

In addition, we received an important donation of the UK Customs Service (HMRC) aimed at equipping mobile teams of the Anti-Smuggling Department.

Moreover, within the framework of the support of the Government of the United States of America through the EXBS Program, the customs service was donated equipment for more efficient performance of the control function at the border: such as a scanner for control in passenger traffic, fiberscopes, videoscopes, pagers, anti-smuggling sets and other equipment for control and search of vehicles.

This equipping contributes to achieving significant results in the area of ​​suppression of smuggling, combating gray economy and all forms of organized crime, as well as prevention of corruption.

In line with the EU standards

Aware of the requirements placed before the customs service in the process of EU integration of Montenegro, the Customs Administration is continuously implementing all necessary activities in order to harmonize legislation with EU acquis, strengthen administrative capacities and implement the IT system in order to achieve interoperability and interconnectivity with the customs services of EU countries.

The successes in the process of modernization of the customs service, realized by the Customs Administration on our own, in the partnership between Montenegro and the EU, with other international institutions and organizations, as well as through the bilateral cooperation with the European partner services have been recognized. The modernization took place through various forms of support such as IPA Instrument for Pre-Accession Assistance, World Bank Projects, World Customs Organization, GIZ, EXBS Program, EU CUSTOMS 2020 Program, TAIEX Technical Support and donations from the European partner services.

The Customs Administration is focused on providing an improved customs service and strengthening organization that operates fairly, openly and in partnership with the local business and trade community, as a whole, as well as with the public in general.

In order to speed up customs procedures and facilitate foreign trade, the Customs Administration is constantly working to apply trade facilitation measures, and to this end has introduced electronic tracking of simplified procedures, thus allowing legitimate traders who are reliable partners to use legally prescribed facilitations, which are reflected in the reduction of the costs and time required for customs clearance of goods.

The continuation of the implementation of economic policy measures in the TARICG database, which is available on the website of the Customs Administration, has additionally enabled the business community to find in one place information on the requirements of the competent authorities regarding the fulfillment of requirements for the implementation of customs procedures for goods. Moreover, further strengthening of cooperation with other state authorities and the exchange of information created the conditions for the economic community in each specific case to know what are the requirements that they must fulfill in order to place a secure and safe product on the market.

Implementation of the Project "Pre-Processing for Express consignments" is currently under way, as a private-public partnership between the Customs Administration, DHL Express and the German Office for International Assistance - GIZ. The project aims to establish an EU practice for the handling of express consignments. The final result will be the electronic data exchange between DHL and the Customs Administration on the arrival of express consignments, on the basis of which the MCA will perform customs supervision in a more efficient manner, by conducting customs procedures in a faster and safer way, i.e. by increasing the number of released express consignments within 1 hour from the arrival of goods, from the current 25% to 65%."

Moreover, we are currently in the procedure of announcing the tender for the most important and the most demanding project for the customs service, project implementation of the new computerized transit system, so-called NCTS.

The Customs Administration operates in increasingly complex conditions, characterized by the growing cross-border flow of goods, vehicles and passengers. In such circumstances, the Customs Administration must be able to adapt, control and manage the risks at our border that are associated with rising international trade. As more and more goods and people cross international borders, the possibility of smuggling and other forms of illegal activity is also increasing. Through the controls and presence at the border, customs officials are the first line of defense against the entry of goods into our country that threaten the safety and well-being of our society. In addition to fiscal segment, such threats are related to various forms of organized crime and terrorism, drugs, environmental hazards, food safety, diseases and health threats to plants and animals.

The Customs Administration implements all necessary activities in order to achieve its enforcement and protection function.

In the previous year, significant progress has been made in the development of the Risk Management System, through the introduction of new IT applications to support the work of the system. The RUR project (Risk Management Register) has been implemented, which enables all activities in the system to be recorded and implemented through an IT application. An electronic database was created on all the results of the controls of the Customs Administration, which is accessed by all customs officers.

The project of introducing the new Inspection Report, which in the final stage will enable our service to fully comply with EU requirements regarding the scope and quality of data for the risk analysis.

Progress has been made in strengthening the functionality of Systematic Electronic Data Exchange – SEED System, which is reflected in the introduction of the module for recording of transborder cash movement, VAT refund and ATA carnet.
